继成功实现高能物理（HEP）期刊论文开放获取后，SCOAP3开放获取图书项目已于近日正式实施。首批102种HEP领域的图书将陆续转换为开放获取，通过SCOAP3网站的链接、OAPEN网站和参加该项目的出版社网站，提供开放获取（OA）使用。目前已有部分图书完成OA转换，通过上述网站提供使用。
SCOAP3开放获取图书是在2019年5月召开的SCOAP3理事会会议上提出设立的一个试验项目，旨在利用SCOAP3成功实施形成的强大协作网络和与学术出版的合作关系，将HEP和邻近领域的教科书、专著从订阅出版模式转换为OA，使世界各地任何有需求的科技人员、教师、学生和社会公众等都能够免费获取和利用这些图书并从中受益。该项目由SCOAP3联盟成员的志愿者组成的专家工作组设计和推进。工作组在调查研究的基础上提出一项转换建议，将评价遴选的首批102种现有HEP领域的图书（见表2）转为OA。2021年5月1日，SCOAP3理事会批准了该建议，2021年下半年项目进入OA转换实施阶段。
国家科技图书文献中心（NSTL）2014年起就代表我国参加SCOAP3联盟，全额承担了HEP期刊论文OA转换我国应承担的费用。本次NSTL特联合国内涉及高能物理领域的16家机构（ 见表1 ），共同支持我国参加SCOAP3开放获取图书项目，共同分担我国需承担的图书OA转换费用，并委托中国科学院文献情报中心作为国内参加SCOAP3开放获取图书项目的具体执行机构。中国机构共同支持、参加SCOAP3开放获取图书项目，是对这一惠及全球高能物理领域的项目成功实施做出的重要贡献，再次体现了我国文献信息服务机构和科技界对开放获取的支持、参与和责任担当，受到SCOAP3联盟的充分肯性和高度赞誉。
